Apache / Xammp Cannot Access port 80 on Vista

Locate this file:
xampp\apache\conf\httpd.conf

Open with notepad.
Locate for this texts
#Listen 0.0.0.0:80
Listen [::]:80
#Listen 80

Replace with
#Listen 0.0.0.0:80
#Listen [::]:80
Listen 80
